International Visegrad Fund grants: which scheme fits, and what the Fund is assessing

The International Visegrad Fund was created by Czechia, Hungary, Poland and Slovakia to finance cooperation between them, and it extended that logic outward through the Visegrad+ scheme to the Eastern Partnership and the Western Balkans. For organisations here, it is one of the more generous regional options relative to how much paperwork it demands, provided you get the partnership arithmetic right at the start.

The three schemes side by side

If your organisation is registered in the Western Balkans, Visegrad+ is the scheme to look at first. It was designed for precisely this configuration, and its partnership rule bends to accommodate an applicant from outside the V4.

The partnership rule that decides your scheme

Most rejected Visegrad applications were never in the right scheme. Work through it in this order, before writing anything:

1. Where is the applicant registered? If it is a Western Balkans country, you are almost certainly looking at Visegrad+.
2. How many V4 partners can you genuinely commit? Visegrad+ needs two if you are applying from the region, three if the applicant is inside the V4.
3. How many partners from the region? Applying from a Western Balkans country, you need two entities from different Eastern Partnership or Western Balkans countries alongside the V4 partners.
4. Is the cooperation meaningful? The Fund's language is explicit about meaningful cooperation and active involvement, not signatures on a partner list.

Money, overheads and duration

• No strict ceiling on standard Visegrad Grants, though average budgets do not exceed 30 000 EUR. Asking for far more than the average without a work plan to match is a weak opening.
• Up to 100 percent of project costs may be covered, which sets the Fund apart from co-financing schemes such as the Western Balkans Fund, where 20 percent must come from you.
• Overheads capped at 15 percent of the contracted grant. Build the budget around that cap rather than discovering it late.
• Duration: 18 months maximum for Visegrad and Visegrad+ Grants, 12 to 36 months for Strategic Grants.

What the Fund assesses

The Visegrad Fund does not publish a point grid in the way RYCO or the Western Balkans Fund do. It states the dimensions it assesses, and evaluation considers project merit, outreach, impact, budget elaboration and value for money. Those dimensions group into four questions:

• Project relevance. Does the project matter, to whom, and why now?
• Visegrad substance. Is this genuinely a Visegrad project, or a national project with foreign guests? This is the dimension outsiders underestimate most.
• Quality and impact. Is the plan credible and does it produce something beyond the activities themselves?
• Budget and sustainability. Is the money proportionate to the work, and does anything continue afterwards?

The absence of a published point grid changes how you should prepare. With RYCO or WBF you can map your text to numbered criteria. Here you have to make each dimension unmissable, because you cannot rely on an assessor hunting for it inside a section that was scored anyway.

Deadlines and consultations

Proposals are accepted three times a year, always by 1 February, 1 June and 1 October, closing at 12:00 noon CET. Applications go through the online system at my.visegradfund.org, which opens 30 days before each deadline.

The Fund also offers up to two consultations per project by email, phone or meeting, no later than 14 days before the deadline, and a draft proposal must be submitted beforehand. That consultation is free expert feedback on your actual draft, and most applicants never use it. Plan your timeline backwards from the 14 day cut-off rather than from the deadline itself.

Where applicants lose points

1. Thin Visegrad substance. A project that would run identically without the V4 partners fails the dimension the Fund exists to protect.
2. Budget without elaboration. Budget elaboration is named explicitly in what the Fund considers. A total with no reasoning behind the numbers is a gap, not a detail.
3. Outreach left vague. Outreach is assessed. Who will be reached, how many, and by what channel is a paragraph that many applications never write.
4. Wrong scheme. Applying to standard Visegrad Grants from a Western Balkans organisation when Visegrad+ is the intended route wastes an entire cycle.
5. Missing the consultation window. Not a scoring criterion, but the cheapest quality improvement available in this Fund.

Checking your draft before the deadline

Because the Fund publishes dimensions rather than a numeric grid, the useful check is different: for each of the four dimensions, find the single sentence in your application that answers it directly. If you cannot point at a sentence, an assessor will not find one either.
